Pre-work requirements
Since April 2022, a pre-construction asbestos survey is legally required before demolition or renovation work (contracts over ¥1,000,000 or floor area over 80m²).
Since October 2023, pre-construction surveys may only be conducted by a qualified asbestos building material surveyor.
Survey results must be reported to the local Labour Standards Inspection Office before work begins. Starting without a report is a criminal offence (up to 1 year imprisonment or ¥500,000 fine).
